Justin Ham
Justin Ham is a seasoned government relations and public policy strategist known for delivering bipartisan legislative successes across the defense, financial services, healthcare, and space sectors at both the federal and state levels. Most recently, as Director of Government Relations at Astranis, he led lobbying efforts that secured more than $125 million for Department of Defense programs in the fiscal year 2025 appropriations bills, including one program that received special congressional interest status. He also directed the Government Relations function, managing six external consulting firms, overseeing a corporate political action committee with an annual budget of $35,000, and increasing the rate of engagement with Capitol Hill by more than 900 percent year over year. As a lead lobbyist at Navient, Justin guided strategic advocacy efforts that resulted in the introduction of the Employer Participation in Repayment Act in both the United States House and Senate during the 118th Congress. He played a key role in shaping and advocating for tax amnesty legislation in Kentucky, which led to its successful introduction and passage, directly supporting business development goals. He also helped secure a contract with the state of Tennessee for the healthcare subsidiary Xtend Healthcare related to contact tracing. While at Navient, he managed a seven-figure Government Relations budget, oversaw a corporate political action committee with annual disbursements of $150,000, and established the Navient Advocacy Network, which recruited more than 1,200 employees and generated nearly 3,600 constituent letters. Justin holds a Bachelor of Science in Business Economics from Purdue University and a Master of Arts in International Commerce and Policy from George Mason University, with a concentration in global finance, investment, and trade. He previously served in the Office of Senator Todd Young.
