With more than two decades in public service, Luke McAlpin's journey reflects a genuine enthusiasm for innovation and a commitment to enhancing resilient communities. In his role as Senior Manager, Public and Middle Market-Director of Horne Grants Management and Consulting at Horne LLP from August 2021 to May 2023, Luke spearheaded the day-to-day operations of Horne Grants Management and Consulting. His responsibilities spanned from business development and client research to legislative affairs at both federal and state levels. He showcased his prowess in client bids, procurement, and compliance, including the art of grant writing and managing the intricacies of American Rescue Plan Compliance and Reporting.
Before his time at Horne, Luke played a pivotal role at the Mississippi Department of Public Safety (MDPS) for over a decade. As the REAL ID Facilitator and Federal Government Liaison from July 2008 to August 2021, Luke orchestrated a ground breaking real-time communications program connecting 56 US states and territories. His strategic prowess secured multi-million-dollar federal bids, extending operations, and enhancing national identification security. Luke's leadership also earned MDPS a $50 million federal grant, transforming State-issued identification cards nationwide.
In Washington, DC, Luke was a part of President George W. Bush’s administration serving as the State and Local Government Liaison at the US Department of Homeland Security from February 2004 to June 2008.
